Dropping HS2 leaves the UK cost premium intact

Excluding HS2 Phase 1 from the rail regression reduces the UK rail premium by 14 percentage points (93% to 79%) and the spending-weighted premium by 7 points (65% to 58%). The UK cost premium is not an HS2 artefact.
